Institutional Perspectives

2.1 Vision of the Council

“SIKONGE” District Council aspires to be highly competent Local Government Authority in Tanzania in terms of its ability to provide quality services for sustainable social – economic development of its people by the year 2020.

2.2. Mission Statement.

“SIKONGE” District Council in collaboration with all stakeholders is committed to maintain peace and order, good governance and coordinate efficient provision of quality social economic services through participatory processes and gender equality for sustainable livelihood to its people.

2.3. Objectives
From its Mission statement, Sikonge District Council has formulated the following objective for the Medium Term Expenditure Framework for financial year 2011/12 -2015/2016:-

A.   Service improved and HIV/AIDS infection reduced

B.    Enhance sustain and effective implementation of the national anti –corruption strategies

C.   Access and quality social services enhanced

D.   Economic services and Infrastructure improved.

E.   Management of Natural resources and Environment Sustained.

F.    Good governance and Administrative services enhanced.

G.   Social welfare, gender and Community empowerment Enhanced.

H.   Emergence preparedness and disaster management improved.



2.4. Policies and Strategies.

2.4.1 Policies
Sikonge District Council has prepared Medium term expenditure Framework for the financial year 2011/2012 - 2015/2016 with the Consideration of various sectoral policies as follows:-

§  National Strategy for Growth and Reduction of Poverty (NSGRP)
§  The water sector policy
§  National population policy 2006
§  The health sector policy
§  The Agricultural sector policy
§  Gender development policy.

   2.4.2        Strategies

ü  Prepare training program and training needs assessment for the Council.
ü  Ensure all schools (Primary and Secondary schools) have enough buildings in the District Council.
ü  Involve all stakeholders in the process of implementation of the MTEF.
ü  Ensure funds received are used as planned, expenditure audited and Clean audit Report is obtained.
ü  Recruitment of qualified Health of Departments in the departments of Natural Resources, and health.
ü  Attracting more public and private sector investments
ü  Encourage community participation in environment management and conservation.
ü  Ensure all gender and communities have equal access  to development opportunities
ü  Reducing New HIV/AIDS infections and Home based care of PLWHA, orphans and widows.
